In the post-earthquake city, Baixa Pombalina attracted the bourgeoisie with its new buildings, wide streets and wide shops.
Bairro Alto was free for the displaced who lived in the slums on the outskirts of the city. Thus, from the end of the 18th century to the end of the 20th century, it became one of the most problematic neighborhoods in the capital.
