In the post-earthquake city, the Pombaline Lower Town attracted the bourgeoisie with its new buildings, wide streets, and spacious shops.
The Bairro Alto became available for the displaced people who lived in shanties on the outskirts of the city. Thus, from the late 18th century until the late 20th century, it became one of the most problematic neighborhoods in the capital.
